RDKB HomeSmart - EnerGuide Pilot

The Regional District of Kootenay Boundary (RDKB) is seeking proposals from experienced Certified Energy Advisors to conduct 25 pre- and post-retrofit EnerGuide assessments, with the option of CSA F280-12 heat load calculations (either building-level or room-by-room) within the RDKB. Please note that the number of assessments may vary depending on demand and budget.
The Service Contract will be for a two-year term beginning November 1, 2025 and ending November 30, 2027, with the option for a one-year extension upon mutual agreement.

Background
On January 2, 2025 the launched the RDKB HomeSmart Program to help simplify the home retrofit process for residents. The program provides step-by-step guidance, support with planning improvements and assistance in navigating available rebate and financing programs.
As part of Stage, the RDKB is introducing an EnerGuide Pilot with the aim of help reduce financial barriers and improve access to financing, increase adoption of home retrofits, and support regional greenhouse gas reduction goals.

for the
Update of RDKB Official Community Plans
in Relation to Bill 44 and the Housing Needs Report

The Regional District of Kootenay Boundary (RDKB) is requesting proposals from qualified consultants with proven experience in rural land use planning to update six of our Official Community Plans (OCP) and one Rural Land Use Bylaw (RLU Bylaw) in the context of our Interim Housing Needs Report (HNR) and the Province’s Bill 44 requirements. The HNR was endorsed by our Board of Directors on March 26, 2025 and is posted on our website: https://rdkb.com/Portals/0/RDKBInterimHousingNeedsReport5Mar2025.pdf.
This project is not intended to be a comprehensive review of the OCPs or the RLU Bylaw. This work is meant to satisfy the legislation set out by the Province of BC’s Local Government Housing Initiatives in Bill 44. We wish to ensure that our OCPs align with our zoning bylaws that were updated in June 2024 to meet requirements of Bill 44. This would include statements and map designations for residential development and housing policies related to each class of housing need outlined in the Housing Needs Report. This work could also result in recommended updates to the relevant zoning bylaws.
This document outlines the overall scope of consultant services to be provided, expectations for the work, and resources available. It also provides the evaluation criteria that will be used to award the work.
