Bylaws are in place to keep our communities safe and livable for all our residents. The RDKB first seeks to educate residents about our bylaws, their purpose and requirements so that people have the information they need to comply.
A Bylaw Enforcement Officer is a Peace Officer
Our Bylaw Enforcement Officer has statutory law enforcement powers that include the power to issue tickets and fines when necessary.
A Bylaw Enforcement Officer responds to bylaw concerns or complaints from the public and works closely with our staff, residents and other peace officers.
Responsibilities
Bylaw Enforcement is responsible for investigations, issuing tickets and fines, and is closely involved in bylaw infraction adjudication and/or legal processes that may follow bylaw enforcement action.
Bylaw Enforcement is also responsible for educating the public about BC Provincial Health Orders during the provincial state of emergency now in place due to the COVID-19 pandemic.
Types of Bylaws Enforced
Bylaws enforced by the Bylaw Enforcement Officer include Building Bylaws, Zoning Bylaws, Noise Bylaws and other bylaws as required.
Our Bylaw Enforcement Officer does not carry out or enforce Animal Control bylaws. See Animal Control for more information.

What is bylaw dispute adjudication?
The Bylaw Dispute Adjudication system allows the Regional District of Kootenay Boundary (RDKB) to manage bylaw disputes locally rather than through the Provincial Court system. Bylaw Offence Notices can be disputed out of court with an adjudicator appointed by the Provincial Attorney General’s Office.
